In terms of participation, low levels of physical activity among Canadians are a public health problem. While Sport Canada and the Department of Canadian Heritage play an important role in this, several entities such as provincial and territorial governments are also working to achieve the objectives of each of the two pillars of PASA. This subcomponent of the SSP makes it possible to test new programs, strategies and technologies in sports. Sport Canada's mission is to “improve opportunities for all Canadians to participate and excel in sports”.
To do this, they conduct studies, encourage private sector investment in sports, grant scholarships and facilitate the participation of underrepresented groups in the Canadian sports system. They have also developed policies in conjunction with the sports laws and regulations of the Government of Canada. The SSP also contributes to developing innovative sports approaches that can be shared at the national level through the Innovation Initiative. Sport Canada provides direct financial assistance to Canadian high-performance athletes through the AAP.
This was initially carried out by the then Department of National Health and Welfare through its new Fitness and Amateur Sports Program. The Own the Podium program was then implemented to improve Canada's performance in the Olympic and Paralympic Games, however some sports do not receive funding under this program. The federal government participates in sports primarily through programs and policies administered by the Department of Canadian Heritage. Recent initiatives to promote participation and excellence in sports have been implemented, however they have not solved all the financial challenges that athletes face throughout their sports careers.
In conclusion, Sport Canada and the Department of Canadian Heritage play an important role in promoting physical activity among Canadians, as well as developing competitive sports.
